All international contracts – an agreement with a foreign company, school, organization, or individual – must be approved by the College of Liberal Arts Dean’s Office, the Office of the Vice President for Legal Affairs, and the Business Contacts Office.
Agreements with foreign governments, including schools managed or funded by a foreign government, require additional approval from the UT System Board of Regents. These agreements must route through the UT System Office of General Counsel for review and approval prior to docketing for UT System Board of Regents' approval.
Departments must submit all international contracts first to the Dean’s Office for review and approval. Do not submit directly to the Office of the Vice President for Legal Affairs and/or Business Contracts Office.
Submit the following documents to the Dean’s Office:
The approval process timeframe can vary widely depending on the nature of the contract and the countries involved. Documents should be submitted with as much lead time as possible. The approval process takes at least a week and can sometimes take over a month.
Submit documents to the Dean’s Office via Mary Kemp. Mary will assist College of Liberal Arts faculty and staff with understanding rules and regulations, evaluating contracts for common issues, drafting memorandums to request approval of contracts with foreign entities, submission to the required offices, and ensuring that there are no unnecessary delays in the approval process.
Please Note: Only an individual with a written delegation of authority from the President of UT Austin may sign contracts on behalf of the University, which is generally someone in the Office of the Vice President and Chief Financial Officer. A University contract without an authorized signature may be invalid and unenforceable. It may create individual liability for the unauthorized signer.
Study abroad agreements and programs involving student exchange need to be coordinated with the International Office (http://world.utexas.edu/abroad/faculty/agreements). International Office staff members are able to assist in the submission process for such agreements.
