A policy analyst works as part of a team to review and evaluate the operations of Texas state agencies and governmental entities, and may lead small-to-medium sized reviews under the supervision of senior staff. A policy analyst collects and analyzes information; identifies state laws and operations that need to be changed to increase agency effectiveness; writes reports recommending changes in state policy and agency operations; makes oral presentations on the results of reviews; and provides information and other assistance to legislators and their staffs.
A policy analyst looks for creative ways to improve state government and agency operations, learns about a wide variety of policy issues, works with the top management of state agencies, interviews interested parties outside state government, and participates in the legislative process. Periodic travel and occasional long hours are components of this job.
Graduate degree required; however, a Bachelor's degree with significant levels of directly related legislative, policy analysis, or program evaluation experience may be considered. Preferred degrees include public policy, law, social sciences, business administration, or other related fields.
Able to use analytical skills to identify problems, synthesize information, investigate issues, and develop effective solutions supported by evidence. Strong research skills are also important.
Able to assess current state policy and agency management practices, and to develop workable alternatives for consideration by the Legislature.
Able to write clearly and persuasively, and summarize complex information accurately and concisely.
Able to independently and effectively create timely, relevant, and accurate work products.
Strong communication skills, including team, interpersonal, public speaking, and interviewing skills. Able to build effective working relationships with team members, agency personnel, interested parties, and legislative staff.
Able to work under pressure and manage multiple work assignments to meet tight project deadlines.
Knowledge of Texas state government and legislative experience is preferred.
