President Obama sought to increase humanitarian budgets and bring more refugees to the United States. President Trump has issued Executive Orders intended to pause the flow of refugees and recently at the UN argued it is better to keep them overseas. Refugee programs that used to enjoy bipartisan support have become increasingly politicized. Former Assistant Secretary for Population, Refugees and Migration Anne C. Richard discusses the ins and outs of these changing policies.
