PRC Methods Talk: Simson Garfinkel and Steve Ruggles present “Census Data Releases and Data Privacy”

The Census Bureau recently announced a new set of standards for the public release of data collected for the decennial census and ongoing American Community Survey. These standards emerged out of the discovery by Garfinkel and colleagues that it is possible to reconstruct individual records from released summary tables. The Census Bureau is concerned that this may threaten their ability to fully comply with Title 13 and Title 26 regulations. Thus the Census Bureau has developed new procedures to evaluate the public release of data that will protect Data Privacy. In response, Ruggles has prepared a working paper that provides history and context for this decision. He notes the considerable social costs of implementing the new data privacy guidelines. The goal of this panel is to provide information on the planned changes to census data releases as well as the potential costs and benefits of these changes.
