Important information regarding UT Austin and US Department of Education Travel Policies

International Travel

All flights to international destinations must abide by the Fly America Act and Open Skies Agreement. CES asks that all awardees do not purchase any tickets until your travel and flights have been approved by the folks at the Dept. of Education. These are federal guidelines and neither CES nor UT Austin staff have control over them.

Note about traveling in times of global conflict and/or health emergencies:

If you plan to pursue international travel plans with a CES Title VI NRC Faculty Travel and Research grant, please first check to see if your destination is listed in Texas Global's Restricted Regions Travel list. Should your destination(s) be listed as a "restricted region", you must follow obtain travel approval from UT Austin's International Oversign Committee. Restricted Regions Travel Approval steps that you need to take to obtain approval can be found here: https://global.utexas.edu/risk/travel/restricted-regions/request. CES staff cannot complete these forms on your behalf; you (the traveler) must complete them, obtain signatures, and submit to the Global Risk & Safety team (grs@austin.utexas.edu) and obtain approval prior to your travel tickets being purchased.

CES or your home department’s administrative staff must also submit a completed Request for Travel Authorization or RTA on your behalf.

Beyond institutional approvals, you will also need to obtain approval from the Dept. of Education to travel abroad. The U.S. Dept. of Education will approve requests ONLY to countries carrying the following Dept. of State-issued travel advisories:

  • Level 1: Exercise normal precautions
  • Level 2: Exercise increased caution
  • Level 3: Reconsider travel

The Dept. of Education will not permit NRC travel & research grant funds to be used toward travel, lodging, meals, etc. for countries that carry a “Level 4: Do not travel” warning. Should your country of destination’s warning be upgraded to “Level 4: Do not travel” after approval has been obtained, the department will retroactively rescind approval. Should this happen, CES staff will work with you to find alternative ways of using your FRG funds.

Domestic travel

  • University-sanctioned domestic travel for business or study no longer requires exceptions by deans or vice presidents.
  • Per the Handbook of Business Procedures, a created and approved RTA (Request for Travel Authorization) is still required.
  • All air travel and rental cars must be booked through UT Contracted travel agencies or Concur. CES staff can assist with booking travel arrangements through UT’s Travel Management Services for any awardee. If you need to request that your travel arrangements be booked without using UT’s Travel Management Services, you must have a written exception from your Dean or VP stating your need to book the travel without using UT’s TMS.
